Chile-side bank fee is different for each Chile bank's ATM network. The last on record with no Chile-side fee was Banco Internacional (good luck finding an ATM and I've also heard not all of their limited number of branches have an ATM). This leaves: (1) find out if any of your bank's debit cards has an agreement with a Chile bank, (2) use a bank debit card that reimburses the foreign ATM owner fee, (3) take out much more than CLP 200000 at a BancoEstado ATM (the only Chile bank that allows a per withdraw over CLP 200000 allowing up to CLP 600000 depending on the cash stock and configuration of their particular ATM) to minimize the impact of their CLP 5500 per withdraw fee.

There are no BancoEstado ATMs at the airport but they are ubiquitous at malls, Lider/Lider ExpressAcuenta supermarkets (all part of Walmart) and the numerous BancoEstado/ServiEstado branches throughout the country. At places where there are multiple BancoEstado ATMs, one is usually configured to spit out the maximum of CLP 600000 (30 CLP 200000 bills). Also, best not let a Chilean know this as their ATM cards, even if with BancoEstado, only allow up to a CLP 200000 withdraw.
