In my experience sometimes usb cards don't work for a day or two and then it becomes fine, unrelated to PIN change or fraud issues. So see if it doesn't work today or in a day or two. If it really is being blocked we will see more DPs soon, surely.
I hope this is not true about USB cards but rather it is due to fraud issues. I think its so crazy that USB still has not addressed this issue by changing their BIN numbers to mix the last digits minimum so that it makes it less harder to guess. I have not been happy with USB's lack of urgency on this issue.
