Of course it’s a glitch, and since OP mentioned being #6 on the list as a YBM 1K, it’s likely that there were PN passengers waitlisted besides him. But even if there weren’t, it’s still a glitch if there were any instruments applied at all (99.999999% certain). The OP said that it was PZ1, meaning PZ space was open despite there being a list. This is never supposed to happen, but sometimes does; OP’s maneuver got the upgrade that should have gone to #1 on the list.
