That is news to me, my reading of the T&Cs and the wiki in this thread is that Plat is prioritized for instant upgrade but requires PZ space. That is, if PZ opens up before the CPU windows, a Plat on a B fare should be able to instantly upgrade without needing any extra instruments or requests.

The difference for 1K and GS is they can do the same but with PN space and as we know typically PN>PZ
