Thank you. Delta regions page calls The Caribbean out separately from US/ Canada (they don’t say ‘North America’). Is it ok to consider the Caribbean as part of North America?

Secondly, I noticed some posters above saying they got a refund even outside North America. Exactly what sowed the seeds of doubt in my mind.
