In the EU, and especially in Scandinavian countries, training new staff can take a lot of time.
Security staff have access to basically all restricted areas at the airport and can be assigned to many different tasks, including inspection of passengers, cargo, baggage, and other airport staff. They need education in a lot of different safety and security regulations and practices, both EU rules, the rules of the local country, and rules that apply for flights to countries which may require a secondary screening, like Israel and USA.
There are a lot of EU rules that need to be followed when you hire such staff. The job advertisement needs to be available for a period of time. And then you'll have hundreds, if not thousands, of applications from unqualitifed people who apply simply because they need to make X applications per month to receive unemployment benefits. You need to wade through all those, and invite a number of people for interviews and tests and start making calls to former employers. The applicants may also be required to take a Berlitz language test in their spare time and at their own cost. And then you need to order uniforms in the right size for the trainees. Before the pandemic, you could usually get new uniforms in two or three weeks, but with the lockdowns wrecking supply chains, it could take longer today. From the time that the ad has been made public, it can easily take a month or two before you can even start hiring people.
The most promising job applicants are usually currently employed somewhere else. Employers are often wary of hiring unemployed staff since there may be a reason for their unemployment. And those with a current employment usually have a one-month termination clause, and they won't resign until they have signed the new employment contract.
And then they need to be trained, and in the beginning, the trainee must work "double" alongside a trainer, an experienced worker, for a few days. During that period, the work is actually slower than if the trainer had done the job him/herself.
So, it could easily take three months from the time the job advertisement is published until the time when new workers actually start making a difference.
