Agreed, that's why I wrote "you can try using the MSC rule". Given my previous experience with Aviapartner staff in BRU I would not expect them to know that level of detail, if they know the MSC rule at all.

How/Where can I tell here if KLM (the marketing carrier) is following in this case the rules of the Operating carrier (Atlantic ?)

Perfectly right, although I did not know this was written, I booked this light fare because I was aware that Atlantic was giving 1PC for everyone (based on their website). I would have never tempted to book a light fare if I had a PC to check in and was travelling a combination of KL and Transavia for example. (As not all fares includes hold baggage on Transavia).
Let's see what will happen tomorrow, we will make sure to arrive early enough at the airport in case things are not smooth. The fact that neither KL or RC cannot answer this question, neither how much I should pay for this bag, if I need to pay, is a bit worrying to me.
According to the IATA document KL would be the MSC:
"The carrier performing carriage on the first international sector for travel within a Tariff Conference (TC) Sub-Area."

"Since the first leg of your flight is operated by KLM, then KLM's baggage rules will be followed. My colleagues at the airport will calculate the baggage fee. You can view your total baggage allowance via My Trip."

So KLM is not able to reply how much putting a bag on hold will cost based on their own baggage rules. Based on their website, it could be 40 euros as this is a European trip, but who knows...
I wonder how much it is going to take Aviapartner in BRU to put the bag in there :-)
In our case it took 3 or 4 agents to get the price at the ticketing desk, so yeah... it's a mess. But in this case I think it'll work out in your favour because there's no discussion about your allowance on the first flight.
