I can report that Google Fi works well in India at 4G speeds, as long as you have a phone that supports the most commonly used 4G band, which is band 40 (TD-LTE). I know nothing about T-Mobile but potentially the phone's capabilities are the issue---I believe many 2G and 3G data networks have been closed down in India. (TMobile's "2G" speeds are generally just throttled after going through 3G/4G networks, rather than actually using 2G networks.)
As for debit cards, my debit cards work fine in Indian ATMs. I doubt that you'll find anyone here who can speak to your debit card specifically, so you should ask the issuer.
