I'm booked on a P.S. flight SFO-EWR in Premium Plus, and used pluspoints to request an upgrade to Business. I'm 5th on the upgrade waitlist to Business, but someone also on the Premium Plus waitlist (implying that they are booked in economy) is 3rd. How is this possible? Aren't Premium Plus passengers prioritized over all economy passengers?
