You will be above all non-GS economy customers. UA does not mention GS priority publicly but it does impact this situation.

For business class, GS are waitlisted for PN and non-GS are waitlisted for PZ, but PN >PZ, hence with your PremPlus priority for PZ you are still behind a business waitlisted GS.
