You would think if visitor numbers are down, the City could just negotiate a lower flat rate with Smarte Carte as opposed to abandoning the flat-rate plan altogether. Maybe if Smarte Carte finds that very few international travelers are ponying up, they will make a nice offer to the City? (I have no information about how the negotiations work.)
