they should have been. Check your ETC for details - if they have not been extended, write in and ask. Note these all were previously extended to EOY 2022 last year, I think.

Ex-Canada, there is no policy of no change fees ‘for good’. However, I have looked up multiple tickets ex-YYZ and YVR, and all have ‘no charge for changes’ in the fare rules. So always check. In that case, probably not much of a reason to book a more expensive, refundable fare unless you need the flexibility where an FFC doesn’t give it (ie, want to use the canceled credit for someone other than the traveler named on the purchased ticket).
