I ran a test search & found availability at Lodge at the Presidio for ~57K one night. After I re-ran the search for Flex Cert availability, the results page weirdly announced that “rooms are not available [for Flex Cert] on the selected date”—but when I clicked through to see the cash rate, the site announced I
could use a Flex cert + 17.5K points for a standard queen. (TLDR: no, not seeing the “any suite” behavior you note, but the IHG interface seems buggy WRT showing Flex availability until you click through to the individual property/rates page.)
On the second point, note also the brutal cancellation policy, which I assume applies to FNC awards as well as points:
At Mr & Mrs Smith hotels members must cancel their Reward Night reservation 30 days prior to the day of check-in for the points to be re-deposited into their IHG Rewards account.
