MPL is definitely an international airport with regularly scheduled flights outside the zone Schengen, and there is PAF there. So the fact whether the destination airport is int'l or not doesn't make a difference.
I remember when transiting NRT, HKG, and ICN in Asia it was just that, a transit. No bags, no passport contrôle.
