Infant stroller / car seat allowance

We have an upcoming Copa flight SJO-PTY-ASU. We are three adults in Clase Ejecutiva and one infant-in arms. Baggage allowance for adults will be a total of 8 bags (3 per me and wife both *G, and 2 for friend non *G).

Copa says here that "If traveling with a stroller and a car seat, only one of these items will be permitted free of charge in addition to your regular (no charge) baggage."

We have two car seats and one stroller that we would like to bring. Since we have three adults with baggage allowance, would we each be able to check one of those items no extra charge? Or will they try to make us pay for two of those three items since we only have one infant?
