It's quite similar in the UK, in that delayed baggage in theory requires a customs form to be filled in and sent to the baggage focal point at the relevant airport. In the case of LHR it's to BA, and in the case of (e.g.) NCL it goes to Swissport. The UK customs agency (HMRC) is fairly relaxed about this, if it's obviously just a bag of clothes they tend to not worry about the form. But anyway I would take this as good news.
The bags should be delivered this afternoon. The customs form makes senses, and it was nothing I worried about, it only looked very unprofessional.
