I have no doubt that they have modeled the potential impact of their various promotions eight ways to Sunday and have developed promotions that will allow them to have what they consider to be the "right" number of status passengers in each category. That "right" number will likely not be consuming many more services than had been the case pre-Covid but will no doubt be higher than when plane were flying around with sub 50% load factors - something that a few of us got used to.
Lounges are overflowing far more than before COVID, and it appears to me that upgrades are now much harder to secure in advance than before COVID.
If AC thinks that the current number of elites is the "right" number, I think that's because they've made a conscious decision to devalue status by creating a bunch more elites, rather than because they think this number isn't consuming many more services.
