I understand A3 upgrades using the M&B voucher for flights departing France are not free, because France charges a higher tax. How much is that additional fee?

Is the fee also charged if only the second leg of a ticket ex France is upgraded? For example, if NCE-ATH-LCA is booked in Economy and then the ATH-LCA segment is upgraded with an M&B voucher, would there still be an additional fee?
