We were in a similar boat. I've had the CIBC card for a while and benefited from all the rollovers last year. Mrs. TD didn't have one and started the year at zero. I decided to get the Amex Reserve for her in an attempt to push her SQM up to 100K this year. I chose the Amex so we'd get different promos, so you may want to consider the TD or CIBC for her.
That said, the Amex Reserve has a 10X earning rate for spending with Air Canada for the first 6 months (max 30K points) so Mrs. ITAG would be able to get the 30K she'll need pretty easily.
If it were me, I'd get the Amex Reserve for her with a free Amex supplementary card for me, cancel my Amex and get a TD (higher bonus right now.)
As a side note, the 1K SQM/$5K spend bonuses post very quickly with Amex (as the spend gets posted) whereas the CIBC bonuses post cumulatively a few days after the statement date. CIBC also had an issue last year with calculating the bonuses which wasn't fixed until early 2022. As a result, I missed out on about 10K of SQM rollover. I have no experience with the TD card.
