Tipping, rather than being something you do in America, is something that Americans do, wherever they are. I don't believe than non-Americans are obliged to follow suit. And especially not, as happened to me in LA recently, the "suggested tip" amounted to 40% of the bill including tax.

If I learned one thing from Friends, it was that the tip is "double the tax".
