This just happened to me this past March flying ORD to FCO stopover for 22 hrs in ZRH. ORD staff would not ticket bags to ZRH unless we cancelled the flights and rebooked.

Got to ZRH went down to baggage and the great people at ZRH were able to pull our bags within 25 minutes. ORD staff were rude.
