There is definitely a higher chance of a card being declined if you just arrived in a different country. Also, "chip-and-pin" cards may not always work with kiosks or vending machines.
It's gonna be a frustrating holiday for the visitor if none of their credit cards work in the U.S. Not getting a baggage cart would be the least of their problems.
