It will be very hot here in August, so brace yourself.
A few thoughts on where you might stay.
If you're looking for luxury, I really think the Sanctuary at Camelback is the best in town. It's secluded, cooler, and quiet. It will likely be more affordable in August than any other
time. It isn't so much flashy as it is beautiful.
If you want to be able to get out and interact a bit, Scottsdale is preferable for shops, galleries, and dining. The Canopy in Scottsdale is right next to the Museum of the West and the Art Institute. It's a gem of a hotel with lovely rooms and staff. (There is also a Canopy in Tempe, but that's a noisier part of the area: a university campus enveloped by chain restaurants and fast food.)
As hotels have become more costly, the Hilton Garden Inn Scottsdale and Courtyard Marriott are considerably less expensive, and they're right next to one another. The Courtyard is a bit worn, but the staff are great, and it's easy.
The Phoenix CBD tends to be vacant in the evenings, especially during the summer. The Westin and Sheraton are both lovely properties, but there is nothing going on. The Kimpton has a bit more activity, but it's a bit worse for wear.
If you're just planning to lie in the sun or sit by the pool, remember that it is often too hot to do that during the day.
You could manage to go to one of the resort properties and skip having a car. But you really would need a car if you want to visit museums or any other sites.
