I'm not sure what you were expecting. OGG isn't even in the top-50 busiest airports, it's 51, between CMH and JAX. JAX has a single, fairly rustic Skyclub that's on the smaller side, and CMH doesn't even have any lounges. And a substantial number of passengers (a majority probably) are flying inter-island, where the longest flight is still under an hour. It makes no sense to spend more time in the lounge than you will actually in the air. HA elites are almost all locals making same-day work trips, hence why the lounges (aside from their international business lounge at HNL) don't offer much more than coffee and soda machines. The only airline that uses OGG as their main hub is Mokulele, and they fly Cessna Grand Caravans out of the commuter terminal. Most of the mainland and international flights are also banked, which contributes to the crowding.

Whatever PP is paying them, it's too much. It's honestly a huge headache for Hawaiian too, a lot of entitled tourists aren't happy when they're denied entry via PP only to see some big Samoan in work boots and dirty contractor clothes get in via HA status. I once saw some dude berate the (one) agent and demand to see the waitlist for PP after she let a HA elite in ahead of him.
