It very much depends how much, how and where you are going to travel. OWS and OWE are worth having when travelling with JAL but you have to fly a lot of miles to get there in their program. The main advantage of JAL is JGC which makes it easier to retain status when you get there. There are also lots of opportunities to earn miles with JALCARD credit cards in day to day life.
Depending on what your job is and where you have to go; internal travel in japan is much better done by Shinkansen, internal flights are expensive and a lot of Japanese airports are far from city centres so there’s no time advantage in many cases. If japan is your base to fly across Asia, then you’ll rack up the miles a lot faster and hit the mileage targets a lot quicker. A couple of business class returns TPAC will at least get you to OWS level.
also worth noting that ANA has a promo on for 1.5x status miles for overseas registered accounts so they are really pushing status for foreigners.
