AA won't bump passengers to accommodate displaced passengers from weather They might op up passengers to get standbys on in Y if they have a backlog due to irregular operations. I find that VOLs are usually needed when it a peak period for a period destination (think HI in winter) and sometimes a weight and balance issue.
