Not an actual offer, but I love walking around the hub airports and hearing the announcements. Last weekend at ORD, I had a long-ish layover, so as I was getting my steps in, I heard at least 5 separate flights soliciting volunteers. I'd venture a guess that many of those were due to weather issues cancelling some previous flights. The largest offer was for $1,400 for two volunteers, going to Portland.
AA won't bump passengers to accommodate displaced passengers from weather They might op up passengers to get standbys on in Y if they have a backlog due to irregular operations. I find that VOLs are usually needed when it a peak period for a period destination (think HI in winter) and sometimes a weight and balance issue.
