Let alone, the article gives an opinion, not government policy. Opening up for non-residents was -even a month ago- considered not going to happen, though it did.

Of course it could be Tien talking out of his ___. But then again the balance of probabilities to me is that Tien is right - if Hong Kong can completely forgo quarantine, opposition to Zero in China will cite Hong Kong's measures.
Plus, Hong Kong will be seen as too divergent from National Policies.
