No. It just means you may be denied entry if the lounge is full, or that BA may not provide lounge access in certain locations, or that there may be no lounge at the airport.
but you can read that sentence in a way that you don't get lounge access when traveling in Y. or you don't get it across the alliance (but in BA's own lounges)...
