16hrs Layover-no need for evisa for Egypt?

Hi Guys,
I was kept searching for the latest info on the following questions as i am finding conflicting information across different websites and govt site does not answer to my question specifically
  1. Evisa requirement for 16.5hrs layover . I am getting conflicting information as some blogs says you need evsia/AOV, where as few other websites says..no need to but surrender the passport. not sure which info is correct. Can any one chiem in on this question
    1. Passengers with between 6 and 48 hours to wait between flights can leave the airport and explore the area without a visa. A valid onward flight ticket is required.

    4. Is there any egypt stop over program exists? i could not find any info in egypt air. If not any recommended tour guide who picks from the airport and drop off by covering the important places such as pyramids and markets etc., I read traffic is very bad and no metro seems to be available for these attractions. I am landing 6am into cairo and departing 10pm (should be back by 7pm to airport )
