which is just BS - I did NOT get any refund. VS can only refund through paypal and not directly back to my CC. I keep asking for a proof of refund and get the same response as above.

Several factors at work here. How long ago did you book and cancel? The whole process of credit/refund can take 90 days to hit your credit card. Even in normal times, you wouldn't get a 'proof of refund' from Paypal.
More troubling is this: 'the merchant already issued a credit for this transaction' ... may mean that you have a credit at PP for a future booking, not a refund. I avoid PP like the plague, so this is just a conjecture. You booked and cancelled on the Virgin website, right? PP is only the 'form of payment' used, so if VS approved a refund and sent the money back to PP, PP will send the money back to your CC. It's my understanding that every once in a while a pax is due a refund but a credit towards a future flight is processed instead. All this takes a great deal of time. Interesting how your CC can be charged in 2 minutes, but refunds/credits sometimes take months.
You don't want to hear this, but I would let it all percolate along for at least 60 days. 'due to Covid' is an excuse for almost anything these days, it's maddening. Once you have two or three CC statements showing no credit, you can go after PP. Meanwhile, read the Terms & Conditions at PP carefully to see if there's any other avenue to pursue.
