You just brought up an interesting aspect. If someone finds themself just short of attaining a certain elite level status for the new program year, they can make the "necessary" bAAh reservations before the end of February (for stays beyond February). And those LPs will post within the outgoing qualifying year (eventually). That's how I'm reading it.
