Laying by the pool is totally feasible because the desert air is extremely dry. Roll in the water every 10-15 minutes and you'll be quite comfortable. Evaporative cooling in action.
We do however joke about the whole "but it's a dry heat" line because 117 degrees is flippin' brutal regardless of relative humidity.
