Not aggressive at all. They weren't pushy in any way. I did find that they have may have raised the prices at the occasional place upon discovering I'm a tourist, but this was only at small stands in Erbil. In Sulaymaniyah I was being quoted the same prices the locals were paying. April and May is said to be the best time to visit due to the temperatures being comfortable and because of minimal, if any rain.
