Charging for Overweight Luggage

Checked in 6 passengers and only 4 bags, 1 of the 4 bag flew empty so we can bring things back, my larger bag came in at 54.5lb. we all get free bag checks so we weren't trying to cheat it

He tried to charge me for overweight, told him to grab my luggage that was empty running down the conveyor and I'll move 5 pounds over.

I'm at fault for not weighing, but I am pissed at the fact that he made me open my luggage in the middle early morning heavy traffic with a long line behind me to move 4.5 damn pounds to another luggage to balance it.

THis is the first time I've ever been treated this way for overweight and felt like he was being a total ....
