Yes, so I was prepared to spend $600+ bucks per passenger to buy up to PE, but the agent told me I was cleared to Z without charging me any fare difference or buy-up costs. (New economy fare is same as original economy fare.) So I guess I luck out this time. Interesting that system did not alert agent to charge PE buy-up this time (but the other 3 agents I spoke to last night all told me I would have to buy up PE).
