According to the published guidelines, that'd probably be true. However, (a) GS is an unpublished status anyway and (b) UA's marketing people and IT people are rarely on the same page.
In practice, because GS instruments waitlist for PN, rather than PZ, a Y->J upgrade on a GS instrument will trump a P+->J upgrade on a non-GS instrument.
