Unless there's been a very recent increase in fares, a Havaist ticket between the airport and Aksaray (or Taksim) costs ₺52.00, which converts to a little over €3.

THY is commercial organisaion driven by price and contracts, and the requirement is for dependable providers with the scale and flexibility to keep numbers of rooms on tap - at attractive rates. The smaller independent hotels closer to the (new) airport are not in that league, but the airline enjoys a commercially strong hand with the hotels marooned around the old airport, and in the city.

The Park Inn (a Radisson) near the airport probably has no need for TK's business: I imagine it's coining it with travellers booking rooms independently.
