Not automatically. Upgrades are inventory-controlled, and the number of seats available for free upgrades can be (often is) less than the number of F seats available for purchase.

If there is upgrade inventory available (which used to be indirectly visible by doing a flight search while logged in, but no longer is) then your statemet would otherwise be true.

Why haven’t they been awarded the upgrade already if there are 4 seats available?
Usually posts in that thread are being reported after the fact, i.e. at the gate someone was 3rd on a list totalling 5 people with 4 seats available at the gate (implying that the poster, two people in front of them, and one person behind them on the list were upgraded to F by the gate agent).

There is also this thread: Complimentary Upgrades on Delta, the Definitive Thread

which the mods may merge this one into.
