I've had 7 stays at full service Hyatt's since becoming Globalist. I received 1 comp premium suite upgrade and used 1 TSU (with no further upgrade). The 5 times with no upgrade I was always placed in the best available room and there were no standard suites available. I have never had to ask, these were all done proactively. So I do find that most properties act accordingly to the terms and conditions, but certainly ymmv. Since you haven't mentioned checking the app before you check in, I guess we don't know for sure whether you've been denied or not.
