These are not preferred seats. They are priority seats. They
cannot be purchased during the booking process. They're free if you have status, and unavailable if you do not.
I suspect they open up for free during OLCI, but I haven't flown on a wide-body (I don't think they exist on any narrows due to the size of the preferred seat sections) without status in a
very long time.
