We're flying on AC 3/4 this summer (YVR-NRT-YVR). Aircraft are showing 789. I noticed when selecting seats, and cross-checking on EF, that the first few [non-bulkhead] rows of Y (19-22) are shown as 'blocked'. I assume this is done on all 789 flights?
Is there a reason these rows are blocked, or any way to get access to them? Would love to be in a window 'block' more toward the front, but right now, nothing ahead of 37. Would I assume these would at least be up for grabs during OLCI?

Priority Seat Selection
Take a seat at the front of the Economy Class cabin on any flight operated by Air Canada, Air Canada Express and Air Canada Rouge. Seat selection fees may apply with some fares.
They're called priority seats, and you cannot get them unless you have status. It's POSSIBLE a Latitude fare might open them, but I'm not sure.
I think it's to make up for the lack of a huge preferred seat section.
