Checked Bag Policy for Int'l Connection

I'm a little confused about the checked bag policy (and practice) for AS connecting to/from foreign carriers to international destinations. I have an upcoming flight which is XXX-SEA-PHL-DUB, in Basic Economy purchased on the AA website. XXX-SEA is AA coded, AS operated, and SEA-PHL-DUB is AA coded/operated. I don't have status with AS or OW but have the Alaska credit card. I understand that absent the credit card, I'd have to pay a fee of $75 (AA's bag fee for Europe) to AS at my origin airport (is this correct?), but will this be waived with the AS credit card? Since AS will check my bags all the way to DUB (it's one ticket with ~2 hr connections), does that mean I can take 1 bag for free? Or will AA try to make me pay $75 at SEA or PHL? Also, if the first segment was AS coded and I did not have the credit card, the baggage fee would be only $30 paid once to AS, correct?

While I was researching this issue, I came across this paragraph on the AS website.

When making international connections on a separate ticket to other airlines within twelve (12) hours of arriving in the connection city, you may follow the baggage allowance and weight restrictions of the international airline - provided a ticketing and baggage agreement is in place between Alaska Airlines and the other carrier.
If I'm interpreting this correctly, it means I can fly XXX-SEA on AS on a Saver Y ticket, and connect to any of AS's interline partners within 12 hours, and I would get the partners' baggage allowance. I have a J award LAX-SCL LATAM outbound, CM inbound (not on one ticket). I'm wonder if that means I can buy an AS saver ticket that arrives in LAX within 12 hrs of my LAX-SCL on LATAM and get 2 free bags, and on my return, purchase a ticket on AS from LAX to my home airport and also get 2 bags free. Also, the policy seems to suggest that even if CM refuses to interline to my AS separate ticket, I can just turn up to the AS check in desk with proof of my inbound CM itinerary within 12 hrs and they will check my bags for free because AS/CM have an interline partnership (although they aren't mileage partners). Is this correct?
