I wouldn't assume they're contractors. I think we had it confirmed awhile back that Amex has a customer service operation in The Philippines, where the call center agents are actual full-time Amex employees that just happened to be based offshore.
That's another reason I refuse to call Amex any longer as I'm not even sure who I'm talking to and what type of background check was done on them.
I wouldn't worry about that too much. Amex as the card issuer is going to take the hit on most of the fraud that could result - they have every incentive to do it right even if they didn't care about the cardholders.
