Thanks for the reply. I agree with that idea for sure. I'm getting a little worried that I won't be able to use all of my TSUs before they expire so that's why I was considering this. It does sound like the odds are too low for it to be worth it.
If the TSU would go to waste then go ahead and use it. But if there's a chance you might use the TSU later then save it, not worth burning for one night simply hoping to get a further upgrade. To answer that question though, it isn't unheard of. I've read a number of DPs where a globalist with TSU was further upgraded. It ranges from impossible to a solid maybe (never likely) and is property dependent.
