Yes, it’s quite common. Chase customer service has to do it, I’ve always done it by phone call, I believe it may be possible by secure messaging or chat. Cannot move from personal to biz or from biz to personal. It’s sometimes done in order to change a pending application to an approved application. When Chase has decided they’ve extended you enough total credit, they won’t automatically reallocate credit limits, but if you tell them that they can reallocate credit limit, they will, and that can change a pending or declined application to an approval.
