Construction on the property is frozen; last I heard was that the owners sold it off to someone else and it's been in limbo since. The pre-opening GM at the hotel also left in October 2021, so between that, the previous history and Sri Lanka's current economic crisis, I wouldn't expect this one to materialize for a while - if ever.
