You can in theory PC it with no hard pull. Recently, it seems BOA has been a little pickier about PCs, but doesn't hurt to try.
They wouldn't allow PC without paying the annual fee, but they did offer a "one time" retention bonus of $175 for $1,500 in spending by July. So it covers the annual fee + an additional 5% on the $1,500. Not bad so I took it, and expect to have to cancel the card outright next year. Unfortunately there is nothing yet in my account that actually confirms the offer.
