It's not the only option, but probably the best option with a 70-minute connection. The other choice would be to exit security at D on the baggage claim level and walk to C, following signs for the MTA busses, then re-clear security in C. The airside shuttle is pretty quick, other than the long walk down the ramp in D to get to ground level.
