Has anyone had issues recently with Avios being refunded?

I cancelled two Iberia award tickets. Same route and dates. I got the Avios and fees refunded the next day for one of the tickets. However, for the other ticket I haven't received the refund yet and it's now been over a month. I've been calling weekly, but they can't tell me anything except that it's pending.
