PMNW and DL never had early check in at SIN. Even with bOLCI and no bag to check, you needed to go to their counter after it opened (about two to three hours before scheduled departure time) before you were able to go airside, although there was a separate and faster line for those with OLCI and IIRC the deadline was a bit later too.
